Is there any penalty for tourists who block seats with their luggage?

I offered to help these ladies to move their luggage but they flat out refused and continued to occupy four seats instead of two. This is most unfair on a crowded train. Could SBB fine them for this if they were caught?! I am elderly and need to sit.

To occupy seats while others are in need is a bad habbit and definitely not considered polite.

Yes. The ticket inspectors can oblige them to pay a half fare ticket per occupied seat should they not vacate the seats when being asked / instructed to do so.
