No, without a half fare card you can’t buy those passes as shown on your screenshot, which says “Half Fare” all over the place! Well, technically you could, but would be fined in a ticket control in the train because of travelling with invalid tickets, half fare instead of full fare.
Displaying half fare options is the default behavior of the ticket webshop (and the SBB Mobile app), as most Swiss resident travellers do have some half fare card/subscription.
Make sure that in the passenger details (where you specify your name and birthdate, either as guest or with a login), the correct “no reduction” option is selected, so the available ticket options with correct full fare prices will be displayed for your intended itinerary.
