It is available with or without the (Swiss) Half fare card.
You are not the only one coming up with that question, although I personally find the text on this page (https://sbb-tickets.cc/en/tickets-offers/tickets/day-passes/saver-day-pass.html) very clear:
The Saver Day Pass means that it is now even cheaper to spend a day travelling: from as little as CHF 29 with a Half Fare Travelcard and from CHF 52 without a Half Fare Travelcard. The earlier you book, the more Saver Day Passes you will find. Saver Day Passes can easily be bought at SBB.ch or using the SBB Mobile app.

Is there a particular text that confuses you?
Keep in mind: every passenger using a Saver Day Pass must carry their physical passport or identity card; photos or paper copies are not accepted.
