That looks like someone inserted a mobile phone charger with pins that were to thick for Swiss sockets (eg. an Indian charger) and then it came apart when they pulled it out.
This is indeed a dangerous situation, and I would report it to the conductor. I believe there is also a telephone number displayed in the train where you can report such things.
