Basically, Supersaver tickets are only offered on trains with low occupancy, as a measure attempting to even up passenger loads. So those tickets are not offered on ‘popular’, notoriously crammed trains, where a seat reservation (available only in IC/EC trains anyway) could make sense to some extent.
In other words, a seat reservation on such a ‘supersaver’ train is just a waste of money.
