You might talk about ZVV network.
This is by design. Only when you were to purchase a zone extension ticket, the abonnement was taken into account. Yet not for single journey tickets or day passes.
It is also stated in the app, see below.
Within the ZVV network you can simply purchase a ticket from a stop in a neighbouring zone to avoid the double payment of zone 110, but not so when you leave the zone 110 on a train that does not again stop within ZVV.
